Electronic Vehicle Inspections Transition Set to Begin Mandatory Training for Inspections Stations

The Division of Motor Vehicles is in the process of announcing mandatory training meetings for all licensed vehicle safety inspections stations to address the transition to an electronic inspections process. Throughout the month of April, DMV will be sending information to inspections stations in “safety inspection only” counties regarding these meetings which will begin in May. Training for inspections station personnel in emissions counties will be announced and held later this year.
All licensed safety inspection stations are required to have station managers or owners attend a meeting about the new program in order to continue to be licensed after October 1, 2008. While other personnel are certainly welcome to attend, at least one representative of an inspection station must attend and the person must have the ability to make legal decisions for the station and establish payment methods for the electronic sticker program.
This new program is the result of legislation enacted during the 2007 legislative session. Essentially, the program will directly tie vehicle inspection dates to the date of vehicle registration and registration renewal. Also, the program will eliminate “inspections stickers” and information regarding vehicle inspections will be transferred by inspections stations to DMV through electronic means. Safety inspections stations will be required to have equipment and software in order to electronically transfer data. However, pursuant to provisions in the legislation which were advocated by NCADA, the state’s vendor providing the communications service will be providing the necessary equipment and software at no cost to a safety inspections station which is licensed on October 1, 2008. Emissions county inspection stations will be able to utilize existing equipment to electronically transfer inspections information to DMV.
DMV and interested stakeholders, including NCADA, are holding meetings to discuss actual implementation issues for this new program before the October 1, 2008 implementation date. NCADA will be providing you with more information on the details of this program as this work continues.
